You may see the Woodmen Hills Metropolitan District (WHMD) referenced in connection with our area, so here's how it fits.
WHMD is a separate, overlapping district. Geographically, Bent Grass sits inside Woodmen Hills' boundaries, but the two districts are independent of each other and neither one is "parents" the other. They simply do different jobs on the same ground. WHMD owns and operates the water and wastewater (sewer) systems that serve our homes, plus the larger Woodmen Hills parks and recreation facilities. Bent Grass MD connects to those utilities and pays into them, while carrying its own mill levy, debt, and neighborhood maintenance.
In most cases, a Bent Grass home is governed by the Bent Grass covenants, not the Woodmen Hills covenants. A property is platted into one filing, and that filing's recorded covenants are what bind it. But because district boundaries and platted filings don't always line up perfectly, the only way to know for certain is to check your own property. Look up your home's legal description on the El Paso County Assessor to see your exact filing, then match it to the recorded covenants for that filing.

Woodmen Hills Filings 1–6 CC&Rs
The original master covenants, recorded by builder Falcon Properties in 1997; the foundational declaration that covered the earliest Woodmen Hills filings, with provisions to add more land later.
Amendments to Filings 8 & 9
Later recorded amendments to the Filing 8 and 9 covenants; this is where the Design Review Committee and architectural-approval requirements were removed.

Recorded by builder Melody Homes in 2000; covers the lots in Filing 8 (and a portion of Filing 9).
Woodmen Hills Filing 9 (Phase I) CC&Rs

Recorded by builder Falcon Properties in 2002; covers Filing 10 (Lots 1113–1176). Unlike most Woodmen Hills filings, this one kept its Design Review Committee and assessment provisions.
